1. About the Population and Housing Census

What is the Population and Housing Census?

  • Statistics Korea conducts the Population and Housing Census every five years (i.e., years ending in 0 and 5) to assess the size and characteristics of all people and housing units residing in the Republic of Korea.
  • According to the United Nations (UN), a population and housing census is defined as the process of collecting, evaluating, analyzing, and disseminating demographic, economic, and social data related to all individuals, households, and dwellings within a country or region at a specific point in time.
  • Foreign nationals who have lived in the Republic of Korea for more than three months or plan to do so are also obligated to participate in the survey.
  • All responses are strictly protected under the Statistics Act and will be used solely for statistical purposes.
Use of Survey Results

  • Fundamental reference material for key national policies
  • Population and sampling frame for various sample surveys
  • Development of secondary statistics using general survey data
  • Academic research at universities and institutes, and business management data for private sector operations

2. 2025 Population and Housing Census

  • Purpose of survey: To identify the total number, composition, distribution, and individual characteristics of all people, households, and housing units in the Republic of Korea; the results serve as a key foundation for national policymaking and evaluation, academic research, and private sector operations.
  • Period of survey: Oct. 22–Nov. 18, 2025

3. Statistics Act

Statistics Act - Article 32 (Duty of Statistical Respondents to Answer Faithfully)

  • When statistical respondents have been questioned or requested to provide data, etc. for the purpose of production of statistics by a person engaged in business affairs relating to the production of statistics, they shall answer the matters of survey faithfully so that reliable statistics can be produced.
Statistics Act - Article 33 (Protection of Secrets)

  • Matters belonging to the confidential information of individuals, corporations, organizations, etc. that have become known in the course of producing statistics shall be protected.
  • Data belonging to the confidential information of individuals, corporations, organizations, etc. that have been produced for the production of statistics shall not be used for any purpose other than that of producing statistics.
Statistics Act - Article 34 (Duty of Statistics Staff)

  • A person who is or was a statistics staff member or who is or was engaged in business affairs for the production of statistics after being entrusted with all or part of such business affairs by a designated statistics service agency shall not use the matters that he or she has learned in the course of performing his or her duties for a purpose other than for conducting his or her business affairs, nor shall provide them to other persons.

4. About Statistics Korea and Census Awareness

Statistics Korea is national government organization with the principal function of engaging in statistical services, responsible for advancing the development of national statistics and producing reliable data to provide valuable information for all sectors of the economy.
The Population and Housing Census, first conducted in 1925 using modern methods, is Korea’s most representative national survey and marks its 100th anniversary in 2025.
The census includes not only Korean nationals but also foreign residents, and it is not connected to taxation, immigration status, or legal matters.
